A BILL
To create the Vehicle Management Task Force to study 1
the feasibility of replacing the existing state 2
motor vehicle fleet over time with hybrid 3
vehicles.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. (A) As used in this section, "hybrid vehicle" 5
means a road vehicle that can draw propulsion energy from both a 6
consumable fuel and a rechargeable energy storage system.7

        (B) There is hereby created the Vehicle Management Task Force 8
consisting of the following members:9

        (1) The four legislative members of the Vehicle Management 10
Commission established under section 125.833 of the Revised Code;11

        (2) The Director of Environmental Protection or the 12
Director's designee;13

        (3) The Director of Natural Resources or the Director's 14
designee;15

        (4) The Director of Administrative Services or the Director's 16
designee;17

        (5) The Director of Transportation or the Director's 18
designee;19

        (6) One member representing a statewide environmental 20
advocacy organization and one member representing the automobile 21
industry appointed jointly by the President of the Senate and the 22
Speaker of the House of Representatives.23

        Appointments to the Task Force shall be made not later than 24
fourteen days after the effective date of this act. The President 25
of the Senate and the Speaker of the House of Representatives 26
jointly shall select a chairperson of the Task Force.27

        (C) The Vehicle Management Task Force shall conduct a study 28
on behalf of the Vehicle Management Commission concerning the 29
acquisition of hybrid vehicles by the state for use by state 30
agencies. The study shall include, but not be limited to, an 31
evaluation of all of the following:32

        (1) The feasibility and cost of replacing all or a portion of 33
the existing state motor vehicle fleet over time with hybrid 34
vehicles;35

        (2) The potential cost savings to be realized from the 36
reduced fuel consumption of hybrid vehicles;37

        (3) The impact on the environment from the use of hybrid 38
vehicles in the state fleet;39

        (4) Where and in what capacity the use of hybrid vehicles is 40
most appropriate;41

        (5) Programs in other states requiring the use of hybrid 42
vehicles.43

        (D) The study required under division (C) of this section 44
shall be completed, together with a report of the results of the 45
study, not later than six months after the effective date of this 46
act. The report shall be submitted to the Department of 47
Administrative Services, the President of the Senate, and the 48
Speaker of the House of Representatives. Copies of the report 49
shall be made available to all members of the General Assembly. 50
Upon completion of the report, the Task Force shall cease to 51
exist.52
