A BILL
To amend section 121.403 and to enact section 4503.93 1
of the Revised Code to create Ohio "Volunteer" 2
license plates.3


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. That section 121.403 be amended and section 4
4503.93 of the Revised Code be enacted to read as follows:5

       Sec. 121.403. (A) The Ohio community service council may do 6
any of the following:7

        (1) Accept monetary gifts or donations;8

        (2) Sponsor conferences, meetings, or events in furtherance 9
of the council's purpose described in section 121.40 of the 10
Revised Code and charge fees for participation or involvement in 11
the conferences, meetings, or events;12

        (3) Sell promotional items in furtherance of the council's 13
purpose described in section 121.40 of the Revised Code.14

        (B) All monetary gifts and donations, funds from the sale of 15
promotional items, contributions received from the issuance of 16
Ohio "volunteer" license plates pursuant to section 4503.93 of the 17
Revised Code, and any fees paid to the council for conferences, 18
meetings, or events sponsored by the council shall be deposited 19
into the Ohio community service council gifts and donations fund, 20
which is hereby created in the state treasury. Moneys in the fund 21
may be used only as follows:22

        (1) To pay operating expenses of the council, including 23
payroll, personal services, maintenance, equipment, and subsidy 24
payments;25

        (2) To support council programs promoting volunteerism and 26
community service in the state;27

        (3) As matching funds for federal grants.28

       Sec. 4503.93.  (A) The owner or lessee of any passenger car, 29
noncommercial motor vehicle, recreational vehicle, or other 30
vehicle of a class approved by the registrar of motor vehicles may 31
apply to the registrar for the registration of the vehicle and 32
issuance of Ohio "volunteer" license plates. The application for 33
Ohio "volunteer" license plates may be combined with a request for 34
a special reserved license plate under section 4503.40 or 4503.42 35
of the Revised Code. Upon receipt of the completed application and 36
compliance with divisions (B) and (C) of this section, the 37
registrar shall issue to the applicant the appropriate vehicle 38
registration and a set of Ohio "volunteer" license plates with a 39
validation sticker or a validation sticker alone when required by 40
section 4503.191 of the Revised Code.41

       In addition to the letters and numbers ordinarily inscribed 42
on license plates, Ohio "volunteer" license plates shall be 43
inscribed with words and markings designed by the Ohio community 44
service council created by section 121.40 of the Revised Code and 45
approved by the registrar. Ohio "volunteer" license plates shall 46
bear county identification stickers that identify the county of 47
registration by name or number.48

       (B) Ohio "volunteer" license plates and a validation sticker, 49
or a validation sticker alone, shall be issued upon receipt of a 50
contribution as provided in division (C) of this section and upon 51
payment of the regular license tax prescribed in section 4503.04 52
of the Revised Code, any applicable motor vehicle tax levied under 53
Chapter 4504. of the Revised Code, any applicable additional fee 54
prescribed by section 4503.40 or 4503.42 of the Revised Code, a 55
bureau of motor vehicles fee of ten dollars, and compliance with 56
all other applicable laws relating to the registration of motor 57
vehicles.58

       (C)(1) For each application for registration and registration 59
renewal received under this section, the registrar shall collect a 60
contribution of fifteen dollars. The registrar shall transmit this 61
contribution to the treasurer of state for deposit in the Ohio 62
community service council gifts and donations fund created by 63
section 121.403 of the Revised Code. The council shall use all 64
such contributions for the purposes described in divisions (B)(2) 65
and (3) of that section.66

       (2) The registrar shall deposit the bureau of motor vehicles 67
fee of ten dollars specified in division (B) of this section, 68
which is for the purpose of compensating the bureau for the 69
additional services required in issuing Ohio "volunteer" license 70
plates, in the state bureau of motor vehicles fund created in 71
section 4501.25 of the Revised Code.72

       Section 2.  That existing section 121.403 of the Revised Code 73
is hereby repealed.74
