| and 5533.96 of the Revised Code to create certain | 7 |
| special license plates and to designate certain | 8 |
| memorial highways and a memorial bridge. | 9 |
| Section 1. That sections 4501.21, 4503.571, and 5533.52 be | 10 |
| amended and sections 4501.14, 4503.498, 4503.499, 4503.505, | 11 |
| 4503.701, 4503.89, 4503.94, 5533.093, 5533.333, 5533.334, | 12 |
| 5533.335, 5533.372, 5533.606, 5533.607, 5533.621, 5533.644, | 13 |
| 5533.685, 5533.785, 5533.872, 5533.881, 5533.93, 5533.931, | 14 |
| 5533.95, and 5533.96 of the Revised Code be enacted to read as | 15 |
| follows: | 16 |
| Sec. 4501.14. There is hereby created in the state treasury | 17 |
| the teen driver education license plate fund, consisting of the | 18 |
| contributions that are paid to the registrar of motor vehicles by | 19 |
| applicants who obtain teen driver education license plates | 20 |
| pursuant to section 4503.94 of the Revised Code. | 21 |
| The department of public safety shall use the money in the | 22 |
| fund solely to fund the rental, lease, or purchase of the | 23 |
| simulated driving curriculum of the Michelle's leading star | 24 |
| foundation by boards of education of city, exempted village, | 25 |
| local, and joint vocational school districts. The department, in | 26 |
| consultation with the department of education, shall adopt rules | 27 |
| establishing a process for distributing money in the fund to those | 28 |
| boards. | 29 |
| Sec. 4501.21. (A) There is hereby created in the state | 30 |
| treasury the license plate contribution fund. The fund shall | 31 |
| consist of all contributions paid by motor vehicle registrants and | 32 |
| collected by the registrar of motor vehicles pursuant to sections | 33 |
| 4503.491, 4503.493, 4503.494, 4503.496, 4503.498, 4503.499, | 34 |
| 4503.50, 4503.501, 4503.502, 4503.505, 4503.51, 4503.522, | 35 |
| 4503.523, 4503.531, 4503.545, 4503.55, 4503.551, 4503.552, | 36 |
| 4503.553, 4503.561, 4503.562, 4503.591, 4503.67, 4503.68, 4503.69, | 37 |
| 4503.71, 4503.711, 4503.712, 4503.72, 4503.73, 4503.74, 4503.75, | 38 |
| 4503.85, 4503.89, and 4503.92 of the Revised Code. | 39 |
| (B) The registrar shall pay the contributions the registrar | 40 |
| collects in the fund as follows: | 41 |
| The registrar shall pay the contributions received pursuant | 42 |
| to section 4503.491 of the Revised Code to the breast cancer fund | 43 |
| of Ohio, which shall use that money only to pay for programs that | 44 |
| provide assistance and education to Ohio breast cancer patients | 45 |
| and that improve access for such patients to quality health care | 46 |
| and clinical trials and shall not use any of the money for | 47 |
| abortion information, counseling, services, or other | 48 |
| abortion-related activities. | 49 |
| The registrar shall pay the contributions received pursuant | 50 |
| to section 4503.493 of the Revised Code to the autism society of | 51 |
| Ohio, which shall use the contributions for programs and autism | 52 |
| awareness efforts throughout the state. | 53 |
| The registrar shall pay the contributions the registrar | 54 |
| receives pursuant to section 4503.494 of the Revised Code to the | 55 |
| national multiple sclerosis society for distribution in equal | 56 |
| amounts to the northwestern Ohio, Ohio buckeye, and Ohio valley | 57 |
| chapters of the national multiple sclerosis society. These | 58 |
| chapters shall use the money they receive under this section to | 59 |
| assist in paying the expenses they incur in providing services | 60 |
| directly to their clients. | 61 |
| The registrar shall pay the contributions the registrar | 62 |
| receives pursuant to section 4503.496 of the Revised Code to the | 63 |
| Ohio sickle cell and health association, which shall use the | 64 |
| contributions to help support educational, clinical, and social | 65 |
| support services for adults who have sickle cell disease. | 66 |
| The registrar shall pay the contributions the registrar | 67 |
| receives pursuant to section 4503.498 of the Revised Code to | 68 |
| special olympics Ohio, inc., which shall use the contributions for | 69 |
| its programs, charitable efforts, and other activities. | 70 |
| The registrar shall pay the contributions the registrar | 71 |
| receives pursuant to section 4503.499 of the Revised Code to the | 72 |
| children's glioma cancer foundation, which shall use the | 73 |
| contributions for its research and other programs. | 74 |
| The registrar shall pay the contributions the registrar | 75 |
| receives pursuant to section 4503.50 of the Revised Code to the | 76 |
| future farmers of America foundation, which shall deposit the | 77 |
| contributions into its general account to be used for educational | 78 |
| and scholarship purposes of the future farmers of America | 79 |
| foundation. | 80 |
| The registrar shall pay the contributions the registrar | 81 |
| receives pursuant to section 4503.501 of the Revised Code to the | 82 |
| 4-H youth development program of the Ohio state university | 83 |
| extension program, which shall use those contributions to pay the | 84 |
| expenses it incurs in conducting its educational activities. | 85 |
| The registrar shall pay the contributions received pursuant | 86 |
| to section 4503.502 of the Revised Code to the Ohio cattlemen's | 87 |
| foundation, which shall use those contributions for scholarships | 88 |
| and other educational activities. | 89 |
| The registrar shall pay the contributions received pursuant | 90 |
| to section 4503.505 of the Revised Code to the organization Ohio | 91 |
| region phi theta kappa, which shall use those contributions for | 92 |
| scholarships for students who are members of that organization. | 93 |
| The registrar shall pay each contribution the registrar | 94 |
| receives pursuant to section 4503.51 of the Revised Code to the | 95 |
| university or college whose name or marking or design appears on | 96 |
| collegiate license plates that are issued to a person under that | 97 |
| section. A university or college that receives contributions from | 98 |
| the fund shall deposit the contributions into its general | 99 |
| scholarship fund. | 100 |
| The registrar shall pay the contributions the registrar | 101 |
| receives pursuant to section 4503.522 of the Revised Code to the | 102 |
| "friends of Perry's victory and international peace memorial, | 103 |
| incorporated," a nonprofit corporation organized under the laws of | 104 |
| this state, to assist that organization in paying the expenses it | 105 |
| incurs in sponsoring or holding charitable, educational, and | 106 |
| cultural events at the monument. | 107 |
| The registrar shall pay the contributions the registrar | 108 |
| receives pursuant to section 4503.523 of the Revised Code to the | 109 |
| fairport lights foundation, which shall use the money to pay for | 110 |
| the restoration, maintenance, and preservation of the lighthouses | 111 |
| of fairport harbor. | 112 |
| The registrar shall pay the contributions the registrar | 113 |
| receives pursuant to section 4503.531 of the Revised Code to the | 114 |
| thank you foundation, incorporated, a nonprofit corporation | 115 |
| organized under the laws of this state, to assist that | 116 |
| organization in paying for the charitable activities and programs | 117 |
| it sponsors in support of United States military personnel, | 118 |
| veterans, and their families. | 119 |
| The registrar shall pay the contributions the registrar | 120 |
| receives pursuant to section 4503.55 of the Revised Code to the | 121 |
| pro football hall of fame, which shall deposit the contributions | 122 |
| into a special bank account that it establishes and which shall be | 123 |
| separate and distinct from any other account the pro football hall | 124 |
| of fame maintains, to be used exclusively for the purpose of | 125 |
| promoting the pro football hall of fame as a travel destination. | 126 |
| The registrar shall pay the contributions that are paid to | 127 |
| the registrar pursuant to section 4503.545 of the Revised Code to | 128 |
| the national rifle association foundation, which shall use the | 129 |
| money to pay the costs of the educational activities and programs | 130 |
| the foundation holds or sponsors in this state. | 131 |
| The registrar shall pay to the Ohio pet fund the | 132 |
| contributions the registrar receives pursuant to section 4503.551 | 133 |
| of the Revised Code and any other money from any other source, | 134 |
| including donations, gifts, and grants, that is designated by the | 135 |
| source to be paid to the Ohio pet fund. The Ohio pet fund shall | 136 |
| use the moneys it receives under this section to support programs | 137 |
| for the sterilization of dogs and cats and for educational | 138 |
| programs concerning the proper veterinary care of those animals, | 139 |
| and for expenses of the Ohio pet fund that are reasonably | 140 |
| necessary for it to obtain and maintain its tax-exempt status and | 141 |
| to perform its duties. | 142 |
| The registrar shall pay the contributions the registrar | 143 |
| receives pursuant to section 4503.552 of the Revised Code to the | 144 |
| rock and roll hall of fame and museum, incorporated. | 145 |
| The registrar shall pay the contributions the registrar | 146 |
| receives pursuant to section 4503.553 of the Revised Code to the | 147 |
| Ohio coalition for animals, incorporated, a nonprofit corporation. | 148 |
| Except as provided in division (B) of this section, the coalition | 149 |
| shall distribute the money to its members, and the members shall | 150 |
| use the money only to pay for educational, charitable, and other | 151 |
| programs of each coalition member that provide care for unwanted, | 152 |
| abused, and neglected horses. The Ohio coalition for animals may | 153 |
| use a portion of the money to pay for reasonable marketing costs | 154 |
| incurred in the design and promotion of the license plate and for | 155 |
| administrative costs incurred in the disbursement and management | 156 |
| of funds received under this section. | 157 |
| The registrar shall pay the contributions the registrar | 158 |
| receives pursuant to section 4503.561 of the Revised Code to the | 159 |
| state of Ohio chapter of ducks unlimited, inc., which shall | 160 |
| deposit the contributions into a special bank account that it | 161 |
| establishes. The special bank account shall be separate and | 162 |
| distinct from any other account the state of Ohio chapter of ducks | 163 |
| unlimited, inc., maintains and shall be used exclusively for the | 164 |
| purpose of protecting, enhancing, restoring, and managing wetlands | 165 |
| and conserving wildlife habitat. The state of Ohio chapter of | 166 |
| ducks unlimited, inc., annually shall notify the registrar in | 167 |
| writing of the name, address, and account to which such payments | 168 |
| are to be made. | 169 |
| The registrar shall pay the contributions the registrar | 170 |
| receives pursuant to section 4503.562 of the Revised Code to the | 171 |
| Mahoning river consortium, which shall use the money to pay the | 172 |
| expenses it incurs in restoring and maintaining the Mahoning river | 173 |
| watershed. | 174 |
| The registrar shall pay to a sports commission created | 175 |
| pursuant to section 4503.591 of the Revised Code each contribution | 176 |
| the registrar receives under that section that an applicant pays | 177 |
| to obtain license plates that bear the logo of a professional | 178 |
| sports team located in the county of that sports commission and | 179 |
| that is participating in the license plate program pursuant to | 180 |
| division (E) of that section, irrespective of the county of | 181 |
| residence of an applicant. | 182 |
| The registrar shall pay to a community charity each | 183 |
| contribution the registrar receives under section 4503.591 of the | 184 |
| Revised Code that an applicant pays to obtain license plates that | 185 |
| bear the logo of a professional sports team that is participating | 186 |
| in the license plate program pursuant to division (G) of that | 187 |
| section. | 188 |
| The registrar shall pay the contributions the registrar | 189 |
| receives pursuant to section 4503.67 of the Revised Code to the | 190 |
| Dan Beard council of the boy scouts of America. The council shall | 191 |
| distribute all contributions in an equitable manner throughout the | 192 |
| state to regional councils of the boy scouts. | 193 |
| The registrar shall pay the contributions the registrar | 194 |
| receives pursuant to section 4503.68 of the Revised Code to the | 195 |
| great river council of the girl scouts of the United States of | 196 |
| America. The council shall distribute all contributions in an | 197 |
| equitable manner throughout the state to regional councils of the | 198 |
| girl scouts. | 199 |
| The registrar shall pay the contributions the registrar | 200 |
| receives pursuant to section 4503.69 of the Revised Code to the | 201 |
| Dan Beard council of the boy scouts of America. The council shall | 202 |
| distribute all contributions in an equitable manner throughout the | 203 |
| state to regional councils of the boy scouts. | 204 |
| The registrar shall pay the contributions the registrar | 205 |
| receives pursuant to section 4503.71 of the Revised Code to the | 206 |
| fraternal order of police of Ohio, incorporated, which shall | 207 |
| deposit the fees into its general account to be used for purposes | 208 |
| of the fraternal order of police of Ohio, incorporated. | 209 |
| The registrar shall pay the contributions the registrar | 210 |
| receives pursuant to section 4503.711 of the Revised Code to the | 211 |
| fraternal order of police of Ohio, incorporated, which shall | 212 |
| deposit the contributions into an account that it creates to be | 213 |
| used for the purpose of advancing and protecting the law | 214 |
| enforcement profession, promoting improved law enforcement | 215 |
| methods, and teaching respect for law and order. | 216 |
| The registrar shall pay the contributions received pursuant | 217 |
| to section 4503.712 of the Revised Code to Ohio concerns of police | 218 |
| survivors, which shall use those contributions to provide whatever | 219 |
| assistance may be appropriate to the families of Ohio law | 220 |
| enforcement officers who are killed in the line of duty. | 221 |
| The registrar shall pay the contributions the registrar | 222 |
| receives pursuant to section 4503.72 of the Revised Code to the | 223 |
| organization known on March 31, 2003, as the Ohio CASA/GAL | 224 |
| association, a private, nonprofit corporation organized under | 225 |
| Chapter 1702. of the Revised Code. The Ohio CASA/GAL association | 226 |
| shall use these contributions to pay the expenses it incurs in | 227 |
| administering a program to secure the proper representation in the | 228 |
| courts of this state of abused, neglected, and dependent children, | 229 |
| and for the training and supervision of persons participating in | 230 |
| that program. | 231 |
| The registrar shall pay the contributions the registrar | 232 |
| receives pursuant to section 4503.73 of the Revised Code to Wright | 233 |
| B. Flyer, incorporated, which shall deposit the contributions into | 234 |
| its general account to be used for purposes of Wright B. Flyer, | 235 |
| incorporated. | 236 |
| The registrar shall pay the contributions the registrar | 237 |
| receives pursuant to section 4503.74 of the Revised Code to the | 238 |
| Columbus zoological park association, which shall disburse the | 239 |
| moneys to Ohio's major metropolitan zoos, as defined in section | 240 |
| 4503.74 of the Revised Code, in accordance with a written | 241 |
| agreement entered into by the major metropolitan zoos. | 242 |
| The registrar shall pay the contributions the registrar | 243 |
| receives pursuant to section 4503.75 of the Revised Code to the | 244 |
| rotary foundation, located on March 31, 2003, in Evanston, | 245 |
| Illinois, to be placed in a fund known as the permanent fund and | 246 |
| used to endow educational and humanitarian programs of the rotary | 247 |
| foundation. | 248 |
| The registrar shall pay the contributions the registrar | 249 |
| receives pursuant to section 4503.85 of the Revised Code to the | 250 |
| Ohio sea grant college program to be used for Lake Erie area | 251 |
| research projects. | 252 |
| The registrar shall pay the contributions the registrar | 253 |
| receives pursuant to section 4503.89 of the Revised Code to the | 254 |
| American red cross of greater Columbus on behalf of the Ohio | 255 |
| chapters of the American red cross, which shall use the | 256 |
| contributions for disaster readiness, preparedness, and response | 257 |
| programs on a statewide basis. | 258 |
| The registrar shall pay the contributions received pursuant | 259 |
| to section 4503.92 of the Revised Code to support our troops, | 260 |
| incorporated, a national nonprofit corporation, which shall use | 261 |
| those contributions in accordance with its articles of | 262 |
| incorporation and for the benefit of servicemembers of the armed | 263 |
| forces of the United States and their families when they are in | 264 |
| financial need. | 265 |
| (C) All investment earnings of the license plate contribution | 266 |
| fund shall be credited to the fund. Not later than the first day | 267 |
| of May of every year, the registrar shall distribute to each | 268 |
| entity described in division (B) of this section the investment | 269 |
| income the fund earned the previous calendar year. The amount of | 270 |
| such a distribution paid to an entity shall be proportionate to | 271 |
| the amount of money the entity received from the fund during the | 272 |
| previous calendar year. | 273 |
| Sec. 4503.498. (A) The owner or lessee of any passenger car, | 274 |
| noncommercial motor vehicle, recreational vehicle, or other | 275 |
| vehicle of a class approved by the registrar of motor vehicles may | 276 |
| apply to the registrar for the registration of the vehicle and | 277 |
| issuance of special olympics license plates. An application made | 278 |
| under this section may be combined with a request for a special | 279 |
| reserved license plate under section 4503.40 or 4503.42 of the | 280 |
| Revised Code. Upon receipt of the completed application and | 281 |
| compliance by the applicant with divisions (B) and (C) of this | 282 |
| section, the registrar shall issue to the applicant the | 283 |
| appropriate vehicle registration and a set of special olympics | 284 |
| license plates and a validation sticker, or a validation sticker | 285 |
| alone when required by section 4503.191 of the Revised Code. | 286 |
| In addition to the letters and numbers ordinarily inscribed | 287 |
| on the license plates, special olympics license plates shall be | 288 |
| inscribed with identifying words or markings that are designed by | 289 |
| special olympics Ohio, inc. and are approved by the registrar. | 290 |
| Special olympics license plates shall display county | 291 |
| identification stickers that identify the county of registration | 292 |
| by name or number. | 293 |
| (B) The special olympics license plates and a validation | 294 |
| sticker, or validation sticker alone, shall be issued upon receipt | 295 |
| of a contribution as provided in division (C) of this section and | 296 |
| upon payment of the regular license tax as prescribed under | 297 |
| section 4503.04 of the Revised Code, any applicable motor vehicle | 298 |
| license tax levied under Chapter 4504. of the Revised Code, any | 299 |
| applicable additional fee prescribed by section 4503.40 or 4503.42 | 300 |
| of the Revised Code, a fee of ten dollars for the purpose of | 301 |
| compensating the bureau of motor vehicles for additional services | 302 |
| required in the issuing of special olympics license plates, and | 303 |
| compliance with all other applicable laws relating to the | 304 |
| registration of motor vehicles. | 305 |
| (C) For each application for registration and registration | 306 |
| renewal notice the registrar receives under this section, the | 307 |
| registrar shall collect a contribution of fifteen dollars. The | 308 |
| registrar shall transmit this contribution to the treasurer of | 309 |
| state for deposit in the license plate contribution fund created | 310 |
| in section 4501.21 of the Revised Code. | 311 |
| The registrar shall transmit the additional fee of ten | 312 |
| dollars paid to compensate the bureau for the additional services | 313 |
| required in the issuing of special olympics license plates to the | 314 |
| treasurer of state for deposit into the state treasury to the | 315 |
| credit of the state bureau of motor vehicles fund created by | 316 |
| section 4501.25 of the Revised Code. | 317 |
| Sec. 4503.499. (A) The owner or lessee of any passenger car, | 318 |
| noncommercial motor vehicle, recreational vehicle, or other | 319 |
| vehicle of a class approved by the registrar of motor vehicles may | 320 |
| apply to the registrar for the registration of the vehicle and | 321 |
| issuance of pediatric brain tumor awareness license plates. An | 322 |
| application made under this section may be combined with a request | 323 |
| for a special reserved license plate under section 4503.40 or | 324 |
| 4503.42 of the Revised Code. Upon receipt of the completed | 325 |
| application and compliance by the applicant with divisions (B) and | 326 |
| (C) of this section, the registrar shall issue to the applicant | 327 |
| the appropriate vehicle registration and a set of pediatric brain | 328 |
| tumor awareness license plates and a validation sticker, or a | 329 |
| validation sticker alone when required by section 4503.191 of the | 330 |
| Revised Code. | 331 |
| In addition to the letters and numbers ordinarily inscribed | 332 |
| on the license plates, pediatric brain tumor awareness license | 333 |
| plates shall be inscribed with identifying words or markings that | 334 |
| are designed by the children's glioma cancer foundation and are | 335 |
| approved by the registrar. Pediatric brain tumor awareness license | 336 |
| plates shall display county identification stickers that identify | 337 |
| the county of registration by name or number. | 338 |
| (B) The pediatric brain tumor awareness license plates and a | 339 |
| validation sticker, or validation sticker alone, shall be issued | 340 |
| upon receipt of a contribution as provided in division (C) of this | 341 |
| section and upon payment of the regular license tax as prescribed | 342 |
| under section 4503.04 of the Revised Code, any applicable motor | 343 |
| vehicle license tax levied under Chapter 4504. of the Revised | 344 |
| Code, any applicable additional fee prescribed by section 4503.40 | 345 |
| or 4503.42 of the Revised Code, a fee of ten dollars for the | 346 |
| purpose of compensating the bureau of motor vehicles for | 347 |
| additional services required in the issuing of pediatric brain | 348 |
| tumor awareness license plates, and compliance with all other | 349 |
| applicable laws relating to the registration of motor vehicles. | 350 |
| (C) For each application for registration and registration | 351 |
| renewal notice the registrar receives under this section, the | 352 |
| registrar shall collect a contribution of thirty-five dollars. The | 353 |
| registrar shall transmit this contribution to the treasurer of | 354 |
| state for deposit in the license plate contribution fund created | 355 |
| in section 4501.21 of the Revised Code. | 356 |
| The registrar shall transmit the additional fee of ten | 357 |
| dollars paid to compensate the bureau for the additional services | 358 |
| required in the issuing of pediatric brain tumor awareness license | 359 |
| plates to the treasurer of state for deposit into the state | 360 |
| treasury to the credit of the state bureau of motor vehicles fund | 361 |
| created by section 4501.25 of the Revised Code. | 362 |
| Sec. 4503.505. (A) The owner or lessee of any passenger car, | 363 |
| noncommercial motor vehicle, recreational vehicle, or other | 364 |
| vehicle of a class approved by the registrar of motor vehicles may | 365 |
| apply to the registrar for the registration of the vehicle and | 366 |
| issuance of phi theta kappa license plates. The application for | 367 |
| phi theta kappa license plates may be combined with a request for | 368 |
| a special reserved license plate under section 4503.40 or 4503.42 | 369 |
| of the Revised Code. Upon receipt of the completed application and | 370 |
| compliance with division (B) of this section, the registrar shall | 371 |
| issue to the applicant the appropriate vehicle registration and a | 372 |
| set of phi theta kappa license plates with a validation sticker or | 373 |
| a validation sticker alone when required by section 4503.191 of | 374 |
| the Revised Code. | 375 |
| In addition to the letters and numbers ordinarily inscribed | 376 |
| thereon, phi theta kappa license plates shall be inscribed with | 377 |
| words and markings selected and designed by the organization Ohio | 378 |
| region phi theta kappa. The registrar shall approve the final | 379 |
| design. Phi theta kappa license plates shall bear county | 380 |
| identification stickers that identify the county of registration | 381 |
| by name or number. | 382 |
| (B) Phi theta kappa license plates and validation stickers | 383 |
| shall be issued upon payment of the regular license tax as | 384 |
| prescribed under section 4503.04 of the Revised Code, any | 385 |
| applicable motor vehicle tax levied under Chapter 4504. of the | 386 |
| Revised Code, a bureau of motor vehicles administrative fee of ten | 387 |
| dollars, the contribution specified under division (C) of this | 388 |
| section, and compliance with all other applicable laws relating to | 389 |
| the registration of motor vehicles. If the application for phi | 390 |
| theta kappa license plates is combined with a request for a | 391 |
| special reserved license plate under section 4503.40 or 4503.42 of | 392 |
| the Revised Code, the license plates and validation sticker shall | 393 |
| be issued upon payment of the contribution, fees, and taxes | 394 |
| contained in this division and the additional fee prescribed by | 395 |
| section 4503.40 or 4503.42 of the Revised Code. | 396 |
| (C) For each application for registration and registration | 397 |
| renewal received under this section, the registrar shall collect a | 398 |
| contribution of twenty-five dollars. The registrar shall transmit | 399 |
| this contribution to the treasurer of state for deposit in the | 400 |
| license plate contribution fund created in section 4501.21 of the | 401 |
| Revised Code. | 402 |
| The registrar shall deposit the ten-dollar bureau | 403 |
| administrative fee, the purpose of which is to compensate the | 404 |
| bureau for the additional services required in issuing phi theta | 405 |

| Sec. 4503.571. Any person who has been awarded the purple | 408 |
| heart may apply to the registrar of motor vehicles for the | 409 |
| registration of any passenger car, noncommercial motor vehicle, | 410 |
| recreational vehicle, motorcycle when the registrar determines | 411 |
| that producing a purple heart motorcycle license plate is | 412 |
| feasible, or other vehicle of a class approved by the registrar | 413 |
| that the person owns or leases. The application shall be | 414 |
| accompanied by such documentary evidence in support of the award | 415 |
| as the registrar may require. The application may be combined with | 416 |
| a request for a special reserved license plate under section | 417 |
| 4503.40 or 4503.42 of the Revised Code. | 418 |
| Upon receipt of an application for registration of a motor | 419 |
| vehicle under this section and any required taxes, and upon | 420 |
| presentation of the required supporting evidence of the award of | 421 |
| the purple heart, the registrar shall issue to the applicant the | 422 |
| appropriate motor vehicle registration and a set of license plates | 423 |
| and a validation sticker, or a validation sticker alone when | 424 |
| required by section 4503.191 of the Revised Code. | 425 |
| In addition to the letters and numbers ordinarily inscribed | 426 |
| on the license plates, the license plates shall be inscribed with | 427 |
| the words "PURPLE HEART." The license plates shall bear county | 428 |
| identification stickers that identify the county of registration | 429 |
| by name or number. | 430 |
| The license plates and validation stickers shall be issued | 431 |
| without the payment of any registration fee and service fee | 432 |
| required by sections 4503.04, 4503.10, and 4503.102 of the Revised | 433 |
| Code, and without the payment of any local motor vehicle license | 434 |
| tax levied under Chapter 4504. of the Revised Code. The applicant | 435 |
| shall comply with all other applicable laws relating to the | 436 |
| registration of motor vehicles. If the application is combined | 437 |
| with a request for a special reserved license plate under section | 438 |
| 4503.40 or 4503.42 of the Revised Code, the license plates and | 439 |
| validation sticker shall be issued upon payment of seventy-five | 440 |
| per cent of the additional fee prescribed under section 4503.40 or | 441 |
| 4503.42 of the Revised Code. | 442 |
| No person who is not a recipient of the purple heart shall | 443 |
| willfully and falsely represent that the person is a recipient of | 444 |
| a purple heart for the purpose of obtaining license plates under | 445 |
| this section. No person shall own a motor vehicle bearing license | 446 |
| plates under this section unless the person is eligible to be | 447 |
| issued those license plates. | 448 |
| Sec. 4503.701. The owner or lessee of any passenger car, | 449 |
| noncommercial motor vehicle, recreational vehicle, or other | 450 |
| vehicle of a class approved by the registrar of motor vehicles may | 451 |
| apply to the registrar for the registration of the vehicle and | 452 |
| issuance of Prince Hall freemason license plates. The application | 453 |
| for Prince Hall freemason license plates may be combined with a | 454 |
| request for a special reserved license plate under section 4503.40 | 455 |
| or 4503.42 of the Revised Code. Upon receipt of the completed | 456 |
| application and compliance by the applicant with this section, the | 457 |
| registrar shall issue to the applicant the appropriate vehicle | 458 |
| registration and a set of Prince Hall freemason license plates | 459 |
| with a validation sticker or a validation sticker alone when | 460 |
| required by section 4503.191 of the Revised Code. | 461 |
| In addition to the letters and numbers ordinarily inscribed | 462 |
| thereon, Prince Hall freemason license plates shall be inscribed | 463 |
| with identifying words and a symbol or logo designed by the Prince | 464 |
| Hall grand lodge of free and accepted masons of Ohio and approved | 465 |
| by the registrar. Prince Hall freemason license plates shall bear | 466 |
| county identification stickers that identify the county of | 467 |
| registration by name or number. | 468 |
| Prince Hall freemason license plates and validation stickers | 469 |
| shall be issued upon payment of the regular license fee required | 470 |
| by section 4503.04 of the Revised Code, payment of any local motor | 471 |
| vehicle license tax levied under Chapter 4504. of the Revised | 472 |
| Code, payment of an additional fee of ten dollars, and compliance | 473 |
| with all other applicable laws relating to the registration of | 474 |
| motor vehicles. If the application for Prince Hall freemason | 475 |
| license plates is combined with a request for a special reserved | 476 |
| license plate under section 4503.40 or 4503.42 of the Revised | 477 |
| Code, the license plates and validation sticker shall be issued | 478 |
| upon payment of the fees and taxes contained in this section and | 479 |
| the additional fee prescribed under section 4503.40 or 4503.42 of | 480 |
| the Revised Code. The additional fee of ten dollars shall be for | 481 |
| the purpose of compensating the bureau of motor vehicles for | 482 |
| additional services required in the issuing of Prince Hall | 483 |
| freemason license plates, and shall be transmitted by the | 484 |
| registrar to the treasurer of state for deposit into the state | 485 |
| treasury to the credit of the state bureau of motor vehicles fund | 486 |
| created by section 4501.25 of the Revised Code. | 487 |
| Sec. 4503.89. (A) The owner or lessee of any passenger car, | 488 |
| noncommercial motor vehicle, recreational vehicle, or other | 489 |
| vehicle of a class approved by the registrar of motor vehicles may | 490 |
| apply to the registrar for the registration of the vehicle and | 491 |
| issuance of "Proud Supporter of the American Red Cross" license | 492 |
| plates. The application for "Proud Supporter of the American Red | 493 |
| Cross" license plates may be combined with a request for a special | 494 |
| reserved license plate under section 4503.40 or 4503.42 of the | 495 |
| Revised Code. Upon receipt of the completed application and | 496 |
| compliance with division (B) of this section, the registrar shall | 497 |
| issue to the applicant the appropriate vehicle registration and a | 498 |
| set of "Proud Supporter of the American Red Cross" license plates | 499 |
| with a validation sticker or a validation sticker alone when | 500 |
| required by section 4503.191 of the Revised Code. | 501 |
| In addition to the letters and numbers ordinarily inscribed | 502 |
| thereon, "Proud Supporter of the American Red Cross" license | 503 |
| plates shall be inscribed with words and markings selected and | 504 |
| designed by the American red cross and submitted by the American | 505 |
| red cross of greater Columbus. The registrar shall approve the | 506 |
| final design after entering into a license agreement with the | 507 |
| American red cross for appropriate use of a name, service mark, or | 508 |
| trademark, as applicable. "Proud Supporter of the American Red | 509 |
| Cross" license plates shall bear county identification stickers | 510 |
| that identify the county of registration by name or number. | 511 |
| (B) "Proud Supporter of the American Red Cross" license | 512 |
| plates and validation stickers shall be issued upon payment of the | 513 |
| regular license tax as prescribed under section 4503.04 of the | 514 |
| Revised Code, any applicable motor vehicle tax levied under | 515 |
| Chapter 4504. of the Revised Code, a bureau of motor vehicles | 516 |
| administrative fee of ten dollars, the contribution specified in | 517 |
| division (C) of this section, and compliance with all other | 518 |
| applicable laws relating to the registration of motor vehicles. If | 519 |
| the application for "Proud Supporter of the American Red Cross" | 520 |
| license plates is combined with a request for a special reserved | 521 |
| license plate under section 4503.40 or 4503.42 of the Revised | 522 |
| Code, the license plates and validation sticker shall be issued | 523 |
| upon payment of the contribution, fees, and taxes contained in | 524 |
| this division and the additional fee prescribed under section | 525 |
| 4503.40 or 4503.42 of the Revised Code. | 526 |
| (C) For each application for registration and registration | 527 |
| renewal submitted under this section, the registrar shall collect | 528 |
| a contribution of twenty-five dollars. The registrar shall | 529 |
| transmit this contribution to the treasurer of state for deposit | 530 |
| in the license plate contribution fund created in section 4501.21 | 531 |
| of the Revised Code. | 532 |
| The registrar shall deposit the ten-dollar bureau | 533 |
| administrative fee, the purpose of which is to compensate the | 534 |
| bureau for additional services required in issuing "Proud | 535 |
| Supporter of the American Red Cross" license plates, in the state | 536 |
| bureau of motor vehicles fund created in section 4501.25 of the | 537 |
| Revised Code. | 538 |
| Sec. 4503.94. (A) The owner or lessee of any passenger car, | 539 |
| noncommercial motor vehicle, recreational vehicle, or other | 540 |
| vehicle of a class approved by the registrar of motor vehicles may | 541 |
| apply to the registrar for the registration of the vehicle and | 542 |
| issuance of "teen driver education" license plates. The | 543 |
| application may be combined with a request for a special reserved | 544 |
| license plate under section 4503.40 or 4503.42 of the Revised | 545 |
| Code. Upon receipt of the completed application and compliance by | 546 |
| the applicant with divisions (B) and (C) of this section, the | 547 |
| registrar shall issue to the applicant the appropriate vehicle | 548 |
| registration and a set of "teen driver education" license plates | 549 |
| and a validation sticker, or a validation sticker alone when | 550 |
| required by section 4503.191 of the Revised Code. | 551 |
| In addition to the letters and numbers ordinarily inscribed | 552 |
| on the license plates, "teen driver education" license plates | 553 |
| shall bear an appropriate logo and the words "teen driver | 554 |
| education." The bureau of motor vehicles shall design "teen driver | 555 |
| education" license plates, and they shall display county | 556 |
| identification stickers that identify the county of registration | 557 |
| by name or number. | 558 |
| (B) "Teen driver education" license plates and a validation | 559 |
| sticker, or validation sticker alone, shall be issued upon receipt | 560 |
| of an application for registration of a motor vehicle under this | 561 |
| section; payment of the regular license tax as prescribed under | 562 |
| section 4503.04 of the Revised Code, any applicable motor vehicle | 563 |
| license tax levied under Chapter 4504. of the Revised Code, any | 564 |
| applicable additional fee prescribed by section 4503.40 or 4503.42 | 565 |
| of the Revised Code, an additional fee of ten dollars, and a | 566 |
| contribution as provided in division (C) of this section; and | 567 |
| compliance with all other applicable laws relating to the | 568 |
| registration of motor vehicles. | 569 |
| (C) For each application for registration and registration | 570 |
| renewal notice the registrar receives under this section, the | 571 |
| registrar shall collect a contribution of fifteen dollars. The | 572 |
| registrar shall transmit this contribution to the treasurer of | 573 |
| state for deposit into the state treasury to the credit of the | 574 |
| teen driver education license plate fund created by section | 575 |
| 4501.14 of the Revised Code. | 576 |
| The registrar shall transmit the additional fee of ten | 577 |
| dollars, which is to compensate the bureau for the additional | 578 |
| services required in the issuing of "teen driver education" | 579 |
| license plates, to the treasurer of state for deposit into the | 580 |
| state treasury to the credit of the state bureau of motor vehicles | 581 |
| fund created by section 4501.25 of the Revised Code. | 582 |
| Sec. 5533.093. That portion of the road known as state route | 583 |
| number forty-three, running in a northerly and southerly direction | 584 |
| within Portage county, between the intersection of that state | 585 |
| route and Ethan avenue in the north and the intersection of that | 586 |
| state route and Kennedy road in the south, shall be known as the | 587 |
| "Corporal Jason J. Hernandez Memorial Highway." | 588 |
| The director of transportation may erect suitable markers | 589 |
| along the highway indicating its name. | 590 |
| Sec. 5533.333. That portion of the road known as state route | 591 |
| forty-four, running in a northerly and southerly direction between | 592 |
| county road eighteen in the municipal corporation of Rootstown and | 593 |
| Waterloo road in the municipal corporation of Randolph, shall be | 594 |
| known as the "Sgt. Jeremy Murray Memorial Highway." | 595 |
| The director of transportation may erect suitable markers | 596 |
| along the highway indicating its name. | 597 |
| Sec. 5533.334. In addition to the name prescribed by section | 598 |
| 5533.32 of the Revised Code, that portion of the highway known as | 599 |
| interstate number seventy-one, running in a northerly and | 600 |
| southerly direction within the municipal corporation of | 601 |
| Strongsville only, shall be known as the "Lance Corporal Thomas O. | 602 |
| Keeling Memorial Highway." | 603 |
| The director of transportation may erect suitable markers | 604 |
| along the highway indicating its name. | 605 |
| Sec. 5533.335. That portion of the road known as state route | 606 |
| two, commencing at the intersection of that road and state route | 607 |
| forty-four and extending in a northeasterly direction to the exit | 608 |
| from state route two for the municipal corporation of Painesville, | 609 |
| shall be known as the "Lance Corporal David Raymond Baker Memorial | 610 |
| Highway." | 611 |
| The director of transportation may erect suitable markers | 612 |
| along the highway indicating its name. | 613 |
| Sec. 5533.372. In addition to the designation in section | 614 |
| 5533.37 of the Revised Code, that portion of the road known as | 615 |
| interstate route number seventy-seven, commencing at mile marker | 616 |
| number one hundred sixteen and proceeding in a northerly direction | 617 |
| to mile marker number one hundred eighteen, shall be known as the | 618 |
| "Staff Sgt. Matthew J. Kuglics Memorial Highway." | 619 |
| The director of transportation may erect suitable markers | 620 |
| along the highway indicating its name. | 621 |
| Sec. 5533.52. (A) Each of the following roads shall be known | 622 |
| as the "Korean War Veterans' Memorial Highway": | 623 |
| (1) That portion of the road known as United States route | 624 |
| thirty-six commencing at the boundary of Coshocton and Tuscarawas | 625 |
| counties and extending to interstate seventy-seven; | 626 |
| (2) That portion of the road known as United States route | 627 |
| thirty-six commencing at the boundary of Champaign and Miami | 628 |
| counties and extending through Darke county to the Indiana border; | 629 |
| (3) That portion of the road known as interstate route two | 630 |
| hundred eighty commencing at the point of interchange with | 631 |
| interstate eighty-ninety and extending to the boundary of Wood and | 632 |
| Lucas counties; | 633 |
| (4) That portion of the road known as state route eight, | 634 |
| located within Summit county only; | 635 |
| (5) The road known as interstate route six hundred eighty, | 636 |
| which is located wholly within Mahoning county. | 637 |
| (B) The director of transportation may erect suitable markers | 638 |
| upon the highway or the designated portion of each highway | 639 |
| indicating its name. | 640 |
| Sec. 5533.606. The road known as state route number ten, | 641 |
| running in a southwesterly and northeasterly direction, within the | 642 |
| municipal corporation of North Olmsted only, shall be known as the | 643 |
| "Major Rocco Barnes Memorial Highway." | 644 |

| Sec. 5533.607. That portion of the road known as interstate | 647 |
| six hundred eighty, commencing at the intersection of state route | 648 |
| seven hundred eleven and extending in a northwesterly direction to | 649 |
| the intersection with state route eleven within Mahoning County, | 650 |
| shall be known as the "Navy Hospitalman Richard "Doc" Powell | 651 |
| Memorial Highway." | 652 |

| Sec. 5533.621. In addition to the designation of the road | 655 |
| known as state route number forty-eight in section 5533.62 of the | 656 |
| Revised Code, the portion of state route forty-eight located | 657 |
| within the municipal corporation of Loveland only, shall be known | 658 |
| as the "Captain Seth Mitchell Memorial Highway." | 659 |
| The director of transportation may erect suitable markers | 660 |

| Sec. 5533.644. That portion of the road known as United | 662 |
| States route number forty-two, running in a northeasterly and | 663 |
| southwesterly direction within the municipal corporation of | 664 |
| Cincinnati only shall be known as the "Senator William Bowen | 665 |
| Memorial Highway." | 666 |
| The director of transportation may erect suitable markers | 667 |
| along the highway indicating its name. | 668 |
| Sec. 5533.685. That portion of the road known as United | 669 |
| States route twenty-two, running in a southwesterly and | 670 |
| northeasterly direction in Fairfield county, commencing at the | 671 |
| intersection of that road with United States route thirty-three | 672 |
| and ending at the intersection of that road with memorial drive, | 673 |
| shall be known as the "Officer Brett Markwood Memorial Highway." | 674 |
| The director of transportation may erect suitable markers | 675 |
| along the highway indicating its name. | 676 |
| Sec. 5533.785. That portion of the road known as state route | 677 |
| number five hundred twenty-eight, commencing at the intersection | 678 |
| of that road and United States route number three hundred | 679 |
| twenty-two in Geauga county and extending in a northerly direction | 680 |
| to the boundary of Geauga county and Lake county, shall be known | 681 |
| as the "Sgt. Sean Landrus Memorial Highway." | 682 |

| Sec. 5533.872. That portion of the highway known as state | 685 |
| route number three hundred thirteen, located within Guernsey | 686 |
| county and commencing at the intersection of that state route and | 687 |
| Fritter road, extending in an easterly direction and ending at the | 688 |
| first intersection with state route number eighty-three, also | 689 |
| known as West road, shall be known as the "Guernsey County | 690 |
| Veterans - Flags of Honor Memorial Highway." | 691 |

| along the highway indicating its name. | 693 |
| Sec. 5533.881. The portion of the road known as United States | 694 |
| route two hundred fifty, commencing in Ashland county at the | 695 |
| intersection of that route and cottage street and extending in a | 696 |
| southeasterly direction to the intersection of that route and | 697 |
| United States route forty-two, shall be known as the "Ashland | 698 |
| County Veterans' Memorial Highway." | 699 |

| Sec. 5533.93. The bridge spanning the Cuyahoga river and the | 702 |
| Ohio canal in Cuyahoga county, being part of the highway known as | 703 |
| interstate route number four hundred eighty, shall be known as the | 704 |
| "Union Workers Memorial Bridge." | 705 |
| The director of transportation may erect suitable markers | 706 |
| upon the bridge or its approaches indicating its name. | 707 |
| Sec. 5533.931. The interchange of interstate route | 708 |
| seventy-seven and Shuffel street, northwest, located in Jackson | 709 |
| township in Stark county, shall be known as the "Fred Krum | 710 |
| Memorial Interchange." | 711 |
| The director of transportation may erect suitable markers at | 712 |
| the interchange indicating its name. | 713 |
| Sec. 5533.95. That portion of the road known as interstate | 714 |
| six hundred eighty, commencing at the intersection of state route | 715 |
| number seven hundred eleven and extending in a southeasterly | 716 |
| direction to the intersection with state route number seven within | 717 |
| Mahoning county, shall be known as the "William Holmes McGuffey | 718 |
| Memorial Highway." | 719 |

| Sec. 5533.96. That portion of the road known as state route | 722 |
| number eighteen, commencing at the intersection of that state | 723 |

| interstate route number seventy-seven within Medina county only, | 726 |
| shall be known as the "Sgt. Michael W. Finke, Jr., Memorial | 727 |
