| WHEREAS, The House of Representatives is dedicated to initiating a cooperative effort to create a common agenda of specific public policy actions that will help Ohio's cities to better compete for residents and jobs, and to stimulate economic growth in the cities and the state; and |
| WHEREAS, The House of Representatives desires to create a Compact with Ohio Cities Task Force to undertake this effort; now therefore be it |
| RESOLVED, That the mission of the Compact with Ohio Cities Task Force is to do, and to issue a report concerning, all of the following: |
| (1) Identify and classify incentives and disincentives to urban economic development, including tax credits, bond issuance opportunities, infrastructure support, and funds for capital improvements that are available to cities for economic development; |
| (2) Identify services and benefits provided by each city that may be consolidated to achieve greater efficiencies and more comprehensive services using moneys in the Local Government Fund and other relevant funding sources; |
| (3) Create a new, comprehensive urban economic development vision for Ohio by working with the Governor, the General Assembly, and other state officials; |
| (4) Provide innovative strategies to address housing, mass transportation, infrastructure, environmental, and labor force challenges facing Ohio's cities; |
| (5) Identify methods to support cities' community economic development efforts; |
| (6) Advise how to strengthen the role of cities as anchors for regional economic development; |
| (7) Recommend a process by which a partnership among federal, state, and local governments, private enterprises, foundations, colleges and universities, and other entities may be forged to identify and support opportunities to overcome obstacles to community and economic development in cities; |
| (8) Share best practices in community and economic development, public safety, transportation, education and work force development, civic engagement, and city management; |
| (9) Identify methods by which local governments may more effectively share revenue within entire regions to receive the benefits and pay the costs of development; |
| (10) Identify and address any other topics affecting urban economic development efforts; and be it further |
| RESOLVED, That the Compact of Ohio Cities Task Force shall be composed of the following members appointed by the Speaker of the House of Representatives: |
| (1) The chairpersons, vice-chairpersons, and ranking minority members of the House Housing and Urban Revitalization Committee, the House Economic Development Committee, and the House Transportation and Infrastructure Committee; |
| (2) Two mayors or city managers of cities with a population of more than one hundred thousand; |
| (3) One mayor or city manager of a city with a population of more than fifty thousand but less than one hundred thousand; |
| (4) One mayor or city manager of a city with a population that does not exceed fifty thousand; |
| (5) One representative of the Ohio Municipal League; |
| (6) One representative of the County Commissioners' Association of Ohio; |
| (7) One representative of the Ohio Association of Public Treasurers; |
| (8) One representative of a metropolitan/regional planning commission; |
| (9) The Director of Development, the Tax Commissioner, a member of the eTech Ohio Commission, and the Governor, or their designees; |
| (10) Two representatives of nonprofit policy research organizations; |
| (11) One representative of the American Federation of State, County, and Municipal Employees; |
| (12) One representative of the Ohio Chamber of Commerce; |
| (13) One representative of a port authority; |
| (14) One representative of a statewide or regional police or firefighter association or organization; |
| (15) One representative of the small business community; |
| (16) One representative of a regional economic development organization. |
| The chairperson of the House Housing and Urban Revitalization Committee shall serve as chairperson of the Task Force, and the chairperson of the House Economic Development Committee shall serve as vice-chairperson of the Task Force; and be it further |
| RESOLVED, That all members of the Task Force shall serve without compensation; and be it further |
| RESOLVED, That the Task Force shall hold its first meeting not later than fifteen days after the passage of this resolution, and shall submit its report to the Speaker of the House of Representatives, the President of the Senate, and the Governor not later than September 30, 2009, after which the Task Force shall cease to exist; and be it further |
| RESOLVED, That the Clerk of the House of Representatives shall transmit duly authenticated copies of this resolution to the Speaker of the House of Representatives, to the President of the Senate, to the Governor, and to the news media of Ohio. |
