The commissioner shall also print in the instructions accompanying the annual return form the definition of an eligible veteran and a notice that, for any person identified on the return as an eligible veteran, the commissioner will forward to the director of veterans services the person's name, address, and the term during which the person served in active duty in the United States armed forces as indicated on the return.
