A CONCURRENT RESOLUTION | To urge Congress to pass the "Jobs Through Growth
Act."

BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO (THE HOUSE OF REPRESENTATIVES CONCURRING):
| WHEREAS, The national economy has lost more than two million
jobs since January 2009 and the national unemployment rate
continues to exceed nine per cent; and |
| WHEREAS, S. 1720 of the 112th Congress, the "Jobs Through
Growth Act," is a pro-growth proposal that will create the
environment for increases in jobs and sustained long-term economic
growth; and |
| WHEREAS, This legislation proposes both a balanced budget
amendment to the United States Constitution that would require
fiscally responsible decision making by the federal government and
a simplified tax system that will keep more money in the hands of
consumers, small businesses, and job creators; and |
| WHEREAS, The "Jobs Through Growth Act," by repealing and
replacing the mandates in the federal health care law, will remove
hundreds of billions of dollars in new taxes, fees, fines, and
higher health care costs mandated or caused by that law; and |
| WHEREAS, The "Jobs Through Growth Act" proposes to increase
the ability of community banks to provide financing for small
businesses by removing the burdens placed on these banks by the
"Dodd-Frank Wall Street Reform and Consumer Protection Act"; and |
| WHEREAS, Under the provisions of the "Jobs Through Growth
Act," agencies would be required to assess the potential effect of
new regulations on job creation and consider market-based and
nongovernmental alternatives to regulation and financial
regulators would be required to adopt the least burdensome
regulatory option that achieves the goal of the statute
authorizing the rule and provide justification for the rules; and |
| WHEREAS, This legislation would codify Presidential Executive
Order 13563 of January 18, 2011, that directs certain agencies to
modify, streamline, or repeal existing regulations that are
outmoded, ineffective, duplicative, or overly burdensome and would
strengthen the Order by directing meaningful review and allowing
for possible revocation of regulations that are counter to
national economic growth; and |
| WHEREAS, The "Jobs Through Growth Act" would provide the
President with "fast-track" authority to negotiate trade
agreements resulting in the elimination of foreign trade barriers
and the opening of new markets for American goods; now therefore
be it |
| RESOLVED, That we, the members of the 129th General Assembly
of the State of Ohio, urge the President Pro Tempore of the United
States Senate, the Speaker of the United States House of
Representatives, and the Congress of the United States to pass the
"Jobs Through Growth Act"; and be it further |
| RESOLVED, That the Clerk of the Senate transmit duly
authenticated copies of this resolution to the President Pro
Tempore and Secretary of the United States Senate, the Speaker and
Clerk of the United States House of Representatives, the President
of the United States, the members of the Ohio Congressional
delegation, and the news media of Ohio. |
